Position Summary:

The Finance?and Administration Manager?has policy and management responsibility for the finance, accounting and administrative functions for the country program.?Main responsibilities include Planning & Budgeting, Audit & Internal Controls,?Capacity Building, financial report preparation, treasury, procurement, logistics and General Controllership. The Finance & Operations Director will play a key role in the implementation of ChildFund?s regional and global finance strategy.

Primary Duties and Responsibilities:

  • Provides leadership to country finance department and?meet the financial requirement and deadlines?by various stakeholders
  • Identifies requirements for and develops reporting formats to aid in the management of country operations and grant expenditures.
  • Ensures country management and program staffs are provided timely finance reports?
  • Closely monitors all financial activities, and keeps the Senior Management Team?of all?situations which have the potential for a positive/negative impact on internal controls or financial performance.
  • Directs the preparation of and reviews?all donor financial reports in respect to accounting, legal and contractual requirements?prior to submission to National Director and HQ
  • Leads, manages and controls the overall finances of the organization and ensures that the management of all budgets is in line with both organizational and international standards.
  • Responsible for managing and developing all members of the finance & administration team.
  • Ensures that timely and accurate monthly, quarterly and annual financial reports are prepared, demonstrating trends and comparisons in NO/field performance.
  • Establishes performance standards and conduct annual evaluation and performance review of the finance and administration staff. ?
  • Plans coordinate s and direct s the accounting responsibilities for the annual statutory audit as prescribed by the International Office Assurance Unit.?
  • Ensures that all policies and procedures relating to audits, reviews and certification are respected and carried out in a timely manner.
  • Ensures strict Internal Controls and is responsible for developing, managing and monitoring of area offices and national organization internal controls to ensure compliance with global standards.
  • Monitors the development of the affiliate and partners Finances and ensures that they have capacities in financial management, project accounting, financial and management accounting, grant and subsidies management.
  • Analyzes performance against budgets and prepares other pertinent financial analyses to be discussed with the ND during monthly finance meetings.
  • Provides leadership for the project teams in their work on FIT and the NO in CEDAR for improved results and better performance of the finance sector.
  • Maintains local banking relationships in coordination with International Office Treasury.?
  • Monitors and ensures effective cash management practices at the National Office and all projects in compliance with ChildFund International policy and procedures.
  • Responsible for the development of grant management systems that ensure that grants acquired are well managed and results shared with various stakeholders.
  • Ensures the requirements for government and grantors reporting are fulfilled. Ensures all donor financial reports and grants are well tracked and documented and that quarterly reviews of all donor grants are conducted.
  • Develops? and implements administrative systems, policies and? measures based on the actual needs of ChildFund Senegal in line with ChildFund International Policies & Procedures
  • Ensures regular inventory is conducted? for all ChildFund Senegal asset/property, and maintain updated records/lists
  • Ensures strict compliance with ChildFund Senegal procurement policies and procedures for all goods? and services needed
  • Designs and? implements systems for tracking the utilization of supplies to minimize? wastage and inappropriate use
  • Oversee a logistics and procurement staff, and support? services?
  • Ensure that all contracts for services signed on behalf of ChildFund Senegal ?meet minimum standards? and is in compliance with Senegal laws and ChildFund International policies
  • Manage vendors, supplies, contractors etc.
  • Ensures that all Information Technology systems implementation is in line with the standards of ChildFund International.
  • Support area/field office in all office operation issues (contracts, rent agreements, safety/security)
  • Visit field/area offices to assess? administrative, logistics, capacity and compliance with ChildFund?s procedures and standard and offer corrective measures

Required Skills

  • Bachelor?s degree in Finance or Accounting (Masters?Degree?or CPA certification preferred) + 7 years of working experience.
  • Minimum 5 years experience managing the finance of large or medium-sized non-governmental organization.
  • Outstanding experience in?human resource management
  • Self-guided, strong organizational and planning skills with the ability to work independently as a team player and under pressure.
  • Strong commitment to institutional values, policies and procedures.
  • Ability to train/develop others in financial management & accounting
  • Cross-cultural sensitivity & experience
  • Effective under pressure, results oriented & proactive
  • Commitment to continuous learning and professional integrity

Space station to move to avoid approaching junk

(AP) ? The International Space Station is dodging a softball-sized piece of space junk.

Mission Control told astronauts to fire the station's engines briefly Friday morning to avoid a piece of an old communications satellite.

It is only the 13th time since 1998 that the station has moved because of debris. Debris travels at such high speed in orbit that it could cause a deadly puncture to the space station.

The last time the station moved was in September. In June, astronauts had to take shelter in the Soyuz escape capsule as debris flew by.

NASA said the debris from the private U.S. satellite Iridium was on a path that would have brought it close to the station Friday afternoon, possibly less than a mile (1? kilometers).

It's just as likely that you'll get to the hospital to find that they don't have any anti-venom, or it's not the right kind, or the facility doesn't have the right equipment needed to clean your blood.

Forty-eight hours after the snakebite, Maria Benedict met her end in Bangalore. Her death was not inevitable. It came of organ failure: her kidneys shut down. One of the hospitals she had the misfortune of going to did not have a dialysis machine that was suitable for use on children, though it had a well-

equipped ICU for patients with disorders brought on by wealthier pursuits. Also, the Anti-Snake Venom (ASV) serum she was given did not prove effective enough as an antidote.

Cobra documentary maker Romulus Whitaker is leading a research effort to replace the current broadstroke ASV -- which works on bites from the Spectacled Cobra, Common Krait, Russell?s Viper and Saw-Scaled Viper, aka "the Big Four" -- with more specific antidotes, Shahina explains. But currently the government doesn't have an action plan like the ones for malaria, filaria, polio and other such diseases.

Tesco shares slump as Christmas sales disappoint (AP)

LONDON ? Tesco, Britain's biggest retailer by sales, saw its share price tumble Thursday after warning that it will see minimal profit growth this year following one of its worst Christmas performances in years.

Tesco PLC's downturn, which was replicated in updates Thursday from the likes of chocolatier Thorntons PLC and Mothercare PLC, will likely add to fears over the state of the British economy ? one in seven pounds spent by British shoppers is said to be spent at one of Tesco's 2,700 stores.

The retailer said the 2.3 percent decline in like-for-like sales, excluding the national sales tax and gasoline sales, in the six weeks to Jan. 7 was below its expectations and "disappointing." The decline over the crucial Christmas trading period was largely driven by food sales and was far bigger than the 0.8 percent drop consensus in the markets.

Tesco conceded that there will be a knock-on impact on profits.

Though it told investors that underlying pretax profit and earnings per share for 2011/12 will be broadly in line with market consensus forecasts, it warned that group trading profit growth will "be around the low end of the current consensus range."

It also said trading profit growth for the 2012/13 financial year will be "minimal" as it continues its drive to deliver what it calls "an even better shopping trip for customers, particularly in Britain."

The reaction to Tesco's update was savage ? its shares were down around 13 percent to 3.35 pounds by early afternoon London time, wiping around 4 billion pounds off its market value.

"This was a deeply underwhelming performance by Tesco in its home market ? and all the more grave given the adverse weather conditions of December 2010," said John Ibbotson, managing director of the retail consultancy, Retail Vision.

Tesco's problems hit the sector hard. J Sainsbury PLC and William Morrison Supermarkets PLC, two of Tesco's biggest rivals saw their share prices drop 5 percent even though they reported far more solid Christmas trading figures earlier this week.

Other stocks in the spotlight Thursday included Thorntons, whose share price tanked 17 percent after it reported a worse-than-expected 4.2 percent decline in like-for-like sales in the 14 weeks to January 7.

However, Mothercare, which runs around 350 stores in Britain, saw its share price rise 2 percent even though it reported a 3 percent drop in its domestic like-for-like sales. That was slightly better than anticipated.

Much of the downturn at Tesco can be explained by its decision in September to trigger a price war. The move to lower the price of 3,000 everyday products cost around 500 million pounds ($765 million). Tesco conceded that the number of customers drawn in by its latest promotion had not been enough to offset the lower prices.

Earlier this week, research figures revealed Tesco's market share for the 12 weeks ending on Christmas Day dropped from 30.5 percent a year ago to 30.1 percent.

"We deflated our prices," chief executive Philip Clarke told BBC Radio. "Our price inflation's half that of the market. But I've got to acknowledge we backed off some of our promotional and couponing activity too early."

Despite its problems in Britain, where the economy has flatlined for the best part of a year now, the company was pleased with its performance overseas, where it is one of the biggest retailers. Overseas sales were up 8.2 percent during the period after strong performances in key regions such as Asia and Europe.

Tesco's performance over Christmas was worse than its peers though many smaller, more specialized retailers ? such as CD and DVD retailer HMV ? are clearly under strain, too. HMV issued three profits warnings last year and sold off its Waterstones book chain.

"Tesco's competitors had rather more success over the period, the outlook remains threatening and the company has been forced into something of a profits warning for the year," said Richard Hunter, head of equities at Hargreaves Lansdown Stockbrokers.

Rival retailer J Sainsbury reported a 2.1 percent increase in like-for-like sales, excluding fuel but including sales tax, in the 14 weeks to Jan. 7. Analysts estimated that sales would have been flat if the sales tax was taken out of the figures.

Marks & Spencer PLC said like-for-like sales in the 13 weeks to Dec. 31, excluding the sales tax, rose a modest 0.5 percent as buoyant demand for its up-market food ? always popular at Christmas ? helped offset declines elsewhere, particularly of clothes and household items.

And Morrisons, which promotes itself as a value retailer, said its same-store sales grew 0.7 percent excluding fuel over Christmas and noted that customers were substituting luxury items with cheaper alternatives ? sparkling wine instead of champagne, for example.

Overall, the British Retail Consortium, retail's main lobby group, found that that like-for-like sales in December in Britain were 2.2 percent higher than the same month in 2010, when heavy snow deterred many holiday shoppers.

Daniel Radcliffe made the jump to Broadway star shortly after ending his run as the world's most famous boy wizard, but on Saturday, he's taking an even bigger step: He's hosting "Saturday Night Live."

Radcliffe knew that's not something you do without some careful consideration, and he told MTV News' Josh Horowitz that he had to give it some thought before agreeing to host. "I had to think about it a little bit, because it's the real deal. You live or die on that show," he said. "Ultimately, it was a no-brainer because I was working with John Larroquette [in 'How to Succeed in Business Without Really Trying'] at the time as well. He hosted a bunch of times when he was younger."

Not that it took a lot of convincing. Radcliffe also just really wanted to work with the castmembers he admires. "I love Seth Meyers. Bill Hader, I think, is just unbelievable. That Alan Alda impression, just mind-blowing," he said.

Part of what is so enticing to Radcliffe about hosting is the immense challenge of it. "It will be the kind of stuff I like, that kind of guerrilla style of getting stuff done when you just have to get it done," he said. "Nothing else matters. You have to do it. You have to achieve. By the end of the week, you're going to be putting on an hour-and-a-half music-and-comedy show from scratch."

Work for Radcliffe's episode started on Monday, and the actor said he is "very excited," and he is even bringing some ideas of his own. "But they're going to be crap," Radcliffe said. "I've got a couple ideas, yes, but I don't know that mine are going to end up onscreen because they've got a very experienced team of writers there."

Daniel Radcliffe's episode of "Saturday Night Live," with musical guest Lana Del Rey, airs this Saturday at 11:30 p.m. ET.
